The Washington, D.C. City Council Office Conversion Task Force released a report concluding that office-to-residential conversions could help address affordable housing needs. However, it also found that “Class C office buildings along or near commercial corridors outside of the central employment area” were the most likely candidates for conversions. Planners hope policies, without subsidy, will spur conversions.
